1. Community Buildings For Players To Gain Skill Levels (ie, farming, factory's, Blacksmith)
2. Lit Streets With All Streets Having Street Names
3. Some Type Of Arena, Must Be Able To Produce At least 2 Types of Games (ie pvp, spleef)
4. Must Have A Train Station
5. Must Have A Jail
6. Must have A Courthouse
7. Must Have A Portal (only 1)
8. Must Have At Least 10 Shop Plots
9. Must Have A Animal Breeding Farm
10. Must Have A Tree Farm
11. Must Have A Sewer Network
12. Must Have At Least 1 Elected Official And One Appointed
